Letter dated 14/02/2004 to the father of the
little girl murdered seventeen years ago in Paris by a serial
predator. .....................
We believe, but this is only a theory which must still be proven,
that the murderers sold the photographs of their victims to
the Dutch paedophile network of Zandvoort. ................
Dear Mr Bloch, As from the beginning of 2004, we have been able
to benefit from collaborations of scientists who voluntarily
help us for the comparative analysis of photographs. Following
the case of Katrien De Cuyper, which proved that no analysis
had been made of the photographs of the child together with
the one found on the CD-ROMS of Zandvoort, we have had our first
doubts concerning those carried out by the various services
of the Dutch and Belgian police forces. But when two Canadian
little girls where identified by our team, we understood that
the CD-ROMS contained an additional
unknown factor. We thus immediately kindly asked from our collaborators
if they could analyse the photograph of Cecile together with
the one you had recognized on the site of Buro-Zoeklicht.
The result has just reached us. It is indeed Cecile on the photograph
of the CD-ROM |

The analyses carried out on the two faces of
the pictures gave positive results. The pictures being of insufficient
resolution, we carried out manual controls by measuring the
ratios of the metric distance on ten anthrophomorphics points.
The shapes analysis show a compatibility equal to approximately
90%. We sent the results obtained in alleviated with the method
ONE-TO-MANY beyond the 2500 images: the selected picture was
showed wining, that it be with the method of the correlation
of the points (four points: eyes, nose and mouth) or with the
more sophisticated method of analyses the "pseudo 3d"
also called "Einginface". The candidate picture was
proved winning with a matricial difference lower than 300.000.
So we believe that these photographs are of the same person.
